Notice of Request | Proposals to Support Governance Model Initiatives for REM

On the first day of the Restructured Energy Market (REM) Design Finalization Session (Week 1), the AESO presented an overview of the 2025 engagement activities across the REM, Optimal Transmission Planning (OTP) and Tariff engagements.

As part of the REM development, we are seeking independent external expertise with respect to our design work and rules development, and stakeholder feedback process. To augment our engagement approach and review our design process, we will be contracting the services of independent parties and have issued Requests for Proposals (RFPs).

Interested parties wishing to participate in the formal process can review the RFPs by visiting Alberta Purchasing Connection.

Purpose

We have embarked on a multi-phased engagement with industry stakeholders to advance work on the new market design. It is comprised of a series of information sessions, written feedback cycles, and design sessions (sprints) to dive deeper into each workstream to explore and consider stakeholder perspectives and inputs prior to beginning the rules consultation process.

We will strive to ensure overall alignment with the stated REM objectives of:

    Purpose

    The AESO has identified the following outstanding questions for stakeholders to consider and respond to following Design Finalization Session Week 1, relating to Financial Transmission Rights (FTRs) and Locational Marginal Pricing (LMP). 

    Note this feedback will be considered for development of the design. Responses in each section are optional.

    Questions

    1. Do you agree that FTRs with LMP can help manage the financial risks of congestion in a transition from a transmission system planned under the current policy to one where congestion is a feature?

    a. What should the duration of these transitional financial rights be?

    b. How should eligibility be determined?

    c. How should the size of awarded rights be determined?

    d. Do you agree with the calculation of the value of the financial rights?

    2. If the quantity of rights allocated reflects expected physical flows, is there a preference between FTRs or CRRs for these financial rights?

    3. Do you have additional input to provide on the need for a mechanism to manage the financial impact due to the risk of congestion after the transitional period, in an LMP market that includes OTP and TRP? Do you support any of the options provided in the table on alternatives? If an alternative mechanism is needed, describe your approach.

    Purpose

    The AESO has been working extensively with industry stakeholders and market participants, partner agencies and government to ensure the Restructured Energy Market (REM) design provides a strong foundation for the Alberta electricity system, ensuring it’s affordable, reliable, investable and sustainable for generations to come.

    We have released a REM High-Level Design that will be relied on to progress finalizing a complete design that best fits for Alberta’s purposes and reaches the REM objectives. We have progressed the design and narrowed the breadth of options that were being considered through our Design Sprint Sessions and the stakeholder feedback received so far. This round of written feedback will be used to build upcoming consultation activities that will assist in further refining and finalizing the REM.

    The sections in this document correspond to those in the REM High-Level Design. We have identified specific areas where we are seeking additional input from stakeholders. Responses in each section are optional.
