Sept. 21, 2026 | Stakeholder Update

On September 17, 2026, the AESO hosted a Market Participant Readiness session that included an update on the AESO’s engagement plans for revisions to the REM ISO rules, and ISO manuals.

A summary of the engagement schedule that has been planned for REM ISO rule revisions and ISO manuals can be found above. Any changes to this schedule will be shared here on AESO engage.

On September 21, 2026, the AESO launched its purpose, plan and process for the REM ISO Rules and ISO Manuals Engagement (see below) and posted engagement documents for the following REM ISO rules in window 1:

  • Section 103.17, Access to ISO Systems;
  • Section 210.1, Pool Participant Registration;
  • Section 210.4, Market Messaging and Dispatch Service;
  • Section 210.6, Methods and Coordination of Market Submissions;
  • Section 212.10, 30-Minute Ramping Reserve Qualification and Cost Allocation;
  • Section 213.1, Real-Time Market Offers and Bids;
  • Section 213.2, Real-Time Market Restatements;
  • Section 213.4, 30-Minute Ramping Reserve Demand Curves; and
  • Section 215.1, Dispatches.

The window 1 engagement documents posted include:

  1. Letter of Notice for Stakeholder Engagement on the Restructured Energy Market (“REM”) ISO rules for window 1
  2. Proposed Amended or New REM ISO rules for window 1;
  3. A Summary of Proposed Revisions that summarize amendments to the REM ISO rules in window 1;
  4. Proposed Amended REM ISO rules Consolidated Authoritative Document Glossary addressing terms in window 1; and
  5. Blacklines of REM ISO rules for window 1 against the March 12, 2026 approved version.

Since the REM ISO Rules were approved by the Minister of Affordability and Utilities on March 12, 2026, the AESO has received questions from stakeholders related to the REM ISO rules. The AESO will be posting responses shortly.

Registration for the window 1 stakeholder session on October 6, 2026 is now open. Stakeholder written feedback on the window 1 REM ISO rules is due October 16, 2026. The AESO anticipates providing responses to stakeholder feedback by November 30, 2026.

Purpose – Launch of Stakeholder Engagement for REM ISO Rules and ISO Manuals (September 2026)

The Restructured Energy Market (“REM”) ISO rules required to implement the AESO’s Restructured Energy Market Final Design (“REM Final Design”) were approved by the Minister of Affordability and Utilities on March 12, 2026, through the Restructured Energy Market ISO Rules Regulation. Further information related to the approved REM ISO rules can be found on the REM ISO rules webpage on the AESO website.

Since approval, the AESO has continued to develop the operational and information technology systems required for REM. Revisions to the approved REM ISO rules are required to align with these systems. ISO manuals are in some cases required to set out inputs or processes that must be followed for the REM.

The AESO has established four engagement “windows” to engage with stakeholders from September 2026 to April 2027 on required revisions to the approved REM ISO rules, new REM ISO rules that may be required, and associated ISO manuals. These engagement windows were initially announced during the Market Participant Readiness stakeholder sessions held on March 24, 2026, and again in sessions held on May 13, 2026, and September 17, 2026.

Engagement Plan and Process (September 2026)

With each engagement window the AESO will:

  1. Publish the following materials for stakeholder review:
    • Proposed Amended or New REM ISO rules;
    • where applicable, draft ISO manuals;
    • a Summary of Proposed Revisions that summarizes amendments to content of the REM ISO rule;
    • a Proposed Amended REM ISO rules Consolidated Authoritative Document Glossary; and
    • Blacklines of REM ISO rules against the March 12, 2026 approved version.
  2. Host a stakeholder session to discuss the REM ISO rule and any applicable ISO manuals.
  3. Provide stakeholders with an opportunity to provide in-depth and detailed written feedback on each of the REM ISO rules via a separate survey forum through AESO Engage.
  4. Provide a response to stakeholder feedback.

    What we need from Stakeholders:

    • Feedback that is authorized by an organization
    • Solution oriented written feedback on why and how specific REM ISO rule provisions should be changed  

    In Scope:

    • Feedback on whether the REM ISO rules align with the final REM design
    • Feedback on whether the REM ISO rules are technically sufficient:
      • Clear and concise
      • Complete (to the extent possible)
      • Practically implementable
      • Consistent with the statutory scheme, including the Electric Utilities Act (as amended by Bill 52)

    Out of Scope:

    • Revisiting the final REM Design


    While providing written feedback:

    • One response per organization.
    • All submissions will be published on AESO Engage, in its original state.
    • Responses due on or before 4:00 p.m. MDT on October 16, 2026.
