Stakeholder Update | September 10, 2025

There was an issue identified with the Blackline posted on September 4. We have corrected it and a revised version has been posted. While the issue only substantively impacted one REM ISO rule, Section 212.8, Issuing Dispatches and Directives for Operative Reserves, other minor formatting related issues with track changes were found and corrected in the new version. If you had already downloaded a copy of the Blacklines, please replace with the new one. Thank you for your understanding.

We are aware of an issue with the Blackline for at least one section of the rules. We are actively investigating and working to correct it. We will repost a new version of the Blackline document as soon as possible. Thank you for your patience and apologies for any inconvenience.


Stakeholder Update | September 4, 2025

On September 4, 2025, the AESO hosted a virtual information session where the final REM design updates were discussed. In addition, the REM ISO rules engagement process, approval process and timeline, a summary of the changes to the ISO rulebook, and the next steps for engagement were reviewed.

To assist in the engagement process, the following documents have been released for stakeholder review:

  • Proposed REM ISO rules
  • Rule Reference Document
  • Table of Concordance
  • Definitions Document
  • Blacklines


Purpose

The AESO has drafted REM ISO rules to align with the finalized REM design. These rules are required to implement the REM.

The AESO is engaging with stakeholders to ensure that the REM ISO rules:

  • align with the finalized REM design, and
  • are technically sufficient (are the rules clear, concise, reasonably self-contained, and consistent with the statutory scheme).

The REM ISO rules engagement is not intended to provide stakeholders with an opportunity to re-visit the finalized REM design.



Engagement Plan and Process

The AESO recognizes that stakeholders require information and context in order to provide meaningful feedback on the REM ISO rules. To support stakeholders, we plan to do the following:

  • On September 4, 2025, from 9:00 a.m. to 12:00 p.m., the AESO will host a virtual kickoff information session to:
    • provide an overview of the scope, timeline and materials for the REM ISO rules engagement process
    • provide a high-level summary of the organization and content of the REM ISO rules, and
    • outline next steps for:
      • approval of the REM ISO rules, and
      • revisions that will be required to the REM ISO rules to address implementation and other requirements.
  • Immediately following the kickoff information session, the AESO will publish the following materials for stakeholder review:
    • drafts of the REM ISO rules
    • drafts of new or revised definitions that accompany the REM ISO rules
    • a rule summary document that:
      • summarizes the content of the REM ISO rule, and
      • identifies outstanding issues to be addressed at a later date, as part of REM implementation
    • where valuable, blacklines of REM ISO rules against existing ISO rules, and
    • a table of concordance that cross-references the existing ISO rules with the draft REM ISO rules.
  • The AESO will provide stakeholders with the opportunity to identify initial areas of concern or confusion with the REM ISO rules via a question board that will close on October 2, 2025.
  • On October 9, 2025, the AESO will host a technical session to discuss question board comments.
  • The AESO will also provide stakeholders with an opportunity to provide in-depth and detailed written feedback on each of the REM ISO rules via a separate survey forum that will be due by October 20, 2025.
  • Between October 20, 2025, and December 2025, the AESO will review stakeholder feedback and consider revisions to the REM ISO rules. Additional engagement with stakeholders may be scheduled during this time if the AESO requires additional information or clarity.
  • In December 2025, we will publish the AESO’s response to stakeholder feedback, as well as revised REM ISO rules. The AESO will also provide blackline comparisons of the REM ISO rules published on September 4, 2025 to the revised versions.

The REM ISO rules will be approved via Ministerial regulation. Before the end of 2025, the AESO intends to submit the revised REM ISO rules (the same rules that will be posted in December 2025) to the Minister of Affordability and Utilities for approval.
