REM Shorter Settlement

Purpose
As a part of the REM recommendation engagement, the AESO is exploring options to update the current (one-hour) settlement interval to either a 5- or 15-minute interval for generators, load or a combination of both. The shorter settlement engagement will focus on determining the estimated costs and benefits of implementing a new settlement interval in the Alberta Electricity market.
Background
After the initial discussion with stakeholders during the EWG session in April, a survey was completed by stakeholders on the initial implementation costs and timelines associated with transitioning to a shorter settlement interval. The information collected has been released in the REM Shorter Settlement Options Paper which can be found here.
REM Objectives
In moving to a shorter settlement interval, the AESO seeks to meet the following objectives:
- Ease of Implementation: The recommendation should strike an appropriate balance between modernization of the electricity market and feasibility of implementation by 2030.
- Promote Reliability: The recommendation should provide price signals to both load and generation market participants that better match real time system conditions.
- Long-term Direction and Modernization: The design and implementation of a shorter settlement interval is done in a manner that facilitates the transition to a decarbonized system and more consumer choice while minimizing overall system costs.
