
OTP Framework Recommendation Paper Stakeholder Feedback | Sept. 24 – Oct. 31, 2025
Purpose
The AESO has identified outstanding questions for stakeholders to consider and respond to, following the publication of the OTP Framework Recommendation Paper, which relate to the further development of the OTP framework design. The AESO values stakeholder input and invites all interested parties to provide their feedback on the OTP Framework Recommendation Paper via the following stakeholder feedback form by October 31, 2025 at 4:00 p.m. MT. Please be as specific as possible with your responses. Thank you for your input.

Questions
Based on the OTP Framework Recommendation Paper, please provide comments on the key decisions presented in the following questions:
1. Is there anything missing from the OTP Framework that should be considered? Please provide your rationale.
2. Do you have any concerns with the proposed OTP Framework presented in the recommendation paper? Please provide your rationale.
3. Do you agree with our proposed total system cost perspective on how costs and benefits should be evaluated? If not, please explain why.
4. Do you believe we have captured a reasonable set of costs and benefits? Is there anything we should include or exclude? Please provide your rationale.
5. Does the OTP Framework align with your understanding and expectations coming out of the OTP Sprint sessions? Please provide your rationale.
6. Seeking Project Developer response: We have suggested a request for expressions of interest (REOI) process to assess interest in using transmission projects for transmission connections. Do you believe the outcome of this process would be indicative of developer interest? Do you have a different recommendation for how the AESO should assess developer interest?
