Purpose

The Minister of Affordability and Utilities' (MAU or Minister) letter of December 10, 2024, directs the AESO to commence stakeholder consultation to implement proposed transmission policy changes with a view to expeditious implementation. 

With this in mind, we are looking forward to receiving stakeholders' input and suggestions on the current rate design, the studies required before design work kicks off and how stakeholders would like to and can participate in this process. 

Effective stakeholder engagement requires careful planning. We are accounting for interdependencies between the Tariff engagement, Restructured Energy Market (REM), and the Optimal Transmission Planning (OTP) Framework, while being mindful of the many other ongoing initiatives. By aligning these activities, we can efficiently manage stakeholders' time and resources, ensuring a structured, balanced approach that aims to lessen stakeholder fatigue and promotes productive collaboration.

  • Background

    On July 31, 2024, the Alberta Utilities Commission (“the Commission”) issued a decision approving the AESO’s proposed changes to the Demand Opportunity Service (DOS) ISO tariff rate. The Commission also approved the AESO’s request to extend the deadline for filing the next bulk and regional tariff application until January 31, 2027. The request for a two-year extension was necessary because of work the AESO is currently undertaking to develop a Restructured Energy Market and the ongoing review of transmission policy in Alberta.

    On July 3, 2024, the Minister of Affordability and Utilities (MAU) provided its decisions to allocate new transmission infrastructure costs and all ancillary services costs based on cost causation principles, and on December 10, 2024, the MAU directed the AESO to commence stakeholder consultation to implement proposed transmission policy changes with a view to expeditious implementation.
