Purpose

The Minister of Affordability and Utilities' (MAU or Minister) letter of December 10, 2024, directs the AESO to commence stakeholder consultation to implement proposed transmission policy changes with a view to expeditious implementation.

With this in mind, we are looking forward to receiving stakeholders' input and suggestions on the current rate design, the studies required before design work kicks off and how stakeholders would like to and can participate in this process. Please provide your feedback to the below discussion topics by January 24, 2025. Through this public forum, you are encouraged to engage in discussions with other stakeholders and "like" responses that others have already submitted.

This will help us better understand which topics stakeholders consider most complex, and, while the AESO ultimately has to maintain its public interest mandate, this feedback will be invaluable in helping us put together a comprehensive ISO Tariff Redesign engagement plan.

Effective stakeholder engagement requires careful planning. We are accounting for interdependencies between the Tariff engagement, Restructured Energy Market (REM), and the Optimal Transmission Planning (OTP) Framework, while being mindful of the many other ongoing initiatives. By aligning these activities, we can efficiently manage stakeholders' time and resources, ensuring a structured, balanced approach that aims to lessen stakeholder fatigue and promotes productive collaboration.

Engagement Process

  • How should the AESO engage on this initiative?
  • Would your organization actively participate in this engagement? If so, what level of involvement would you want to have?

Suggested Consultation Topics

  • We have taken a first cut at grouping the consultation topics into proposed workstreams. We also welcome any insight into which topics you see as most urgent/complex/important.

Studies & Analysis

  • Are there studies or consulting work that you believe could be valuable for this engagement process?
  • The AESO is looking to provide relevant historical documents from past general tariff applications and rate design proceedings as background material for stakeholders. As we build this repository to share with stakeholders in early 2025, we are interested to know if there is reference or educational material that you would find useful for meaningful engagement on tariff design.

Other

  • Open space for stakeholder contributions

Out of Scope

Although there will undoubtedly be overlap and interdependencies, the below topics and activities are out-of-scope for this engagement:

Things To Keep in Mind

This public forum serves as a collaborative space where stakeholders can share and discuss their thoughts, suggestions, and creative solutions. To maintain a respectful and constructive environment, it's essential that all content submitted is appropriate and adheres to community guidelines. This ensures that everyone's contributions are valuable and that the board remains a positive and inclusive space for dialogue and innovation. The AESO will use this initial input from stakeholders to formulate an ISO Tariff engagement plan for 2025 and beyond.
