Pursuant to Alberta Utilities Commission Rule 017, Procedures and Process for Development of ISO Rules and Filing of ISO Rules with the Alberta Utilities Commission (“AUC Rule 017”), the Alberta Electric System Operator (“AESO”) is providing notice and seeking feedback from the Stakeholders on proposed administrative amendments to Division 101 and Section 503.16 of the ISO Rules and FAC-008-AB-3 of the Alberta Reliability Standards.
The administrative amendments include:
Correcting a reference in Division 101, subsection 2(g) of the ISO Rules, by removing the reference, “mountain standard or mountain daylight” and replacing it with “Alberta Time”.
Correcting a reference in subsection 4(10) of section 503.16 by removing the reference to “7” and replacing it with “6”.
Removing a reference in subsection 4(11) of Section 503.16 “and automatically adjusts for seasonal changes to daylight saving time”.
Correcting references in requirement R2.2(e) FAC-008-AB-3 by removing references to “Mountain Time” and replacing them with “Alberta Time”.
Correcting references in requirement R3.2(e) FAC-008-AB-3 by removing references to “Mountain Time” and replacing them with “Alberta Time”.
The AESO is of the opinion that the scope of the issue identified is minimal. Therefore, the AESO is targeting completion of Stakeholder consultation for the proposed amendment to Division 101 and Section 503.16 of the ISO Rules and FAC-008-AB-3 of the Alberta Reliability Standards by October 12, 2026.

On May 14, 2026, the Government of Alberta passed the Official Time Act, RSA 2000, c O-5.7 which replaced the Daylight Saving Time Act, RSA 1980, c D-4 and established Alberta Time (UTC-6) as official time in the province of Alberta, effective November 1, 2026. The AESO is proposing administrative amendments to reflect the forthcoming definition of official time.
